How to Get a Public Road Carrier Permit

What is a Public Road Carrier Permit?
A Public Road Carrier Permit (PRCP) is the core document that legally allows your vehicle to carry passengers for reward. It is mandatory for all taxi drivers.
Before You Apply: Prerequisites
Before submitting a PRCP application, make sure the following documents are already in place:
Certificate of Conduct
Motor Vehicle Registration Certificate
Vehicle License Registration Disc and Roadworthy Certificate
Step 1. Prepare Your Documents and submit the application form for PRCP
Collect the following before submitting your application:
PRCP application form — available at NaTIS offices
Taxi rank number or route description — for urban services include the taxi rank; for intercity describe the route
Motivation letter — a justification explaining why an additional permit is needed on that route
Certified copy of Namibian ID
Full list of required documents and NaTIS office locations
Step 2. Get a Temporary PRCP While You Wait
While your permanent PRCP is being processed, you can obtain a temporary PRCP immediately after submitting your application. The temporary permit is issued on the spot.
Costs of temporary permits: 1 month — N$ 850
2 months — N$ 1550
3 months — N$ 2250
Step 3. Upload Temporary PRCP to Yango Pro
Once you have received your temporary PRCP:
1. Open Yango Pro Profile.
2. Go to the “Photo check” section → Photo-check → “Photo check of the extract form the passenger taxi register” → Click “Start check” → Click on “+” and take a photo of your PRCP.
Step 4. Wait for Approval (Gazette Process)
1. The application is published in the Government Gazette.
2. A 21-day objection period follows publication.
3. The Road Transportation Board considers the application.
4. If approved, you are notified and may collect the permanent permit.
Step 5. Collect Your Permanent PRCP
Once approved, bring the following documents to collect your permit:
Certified copy of Namibian ID
Motor Vehicle Registration Certificate
Vehicle License Registration Disc
Valid Roadworthy Certificate
Valid Certificate of Conduct
Taxpayer Identification Number
Issue fee receipt — N$250
Once you have received your permanent permit and your temporary one has expired — don’t forget to go through the photo verification again (Go to step 3).
